Responsibilities of a Corporator under the Constitution of India – Twelfth Schedule (Article 243 W)

As we know the person Corporator i.e. Nagar Sevak. He is the person elected by us for solving & presenting our issues in Municipal Corporation. But how many peoples are know the actual work of Area Corporator ? now we discuss the actual work or responsibilities of Corporator i.e. Nagar Sevak which are impose by our Indian Constitution on him.
Article 243W  The Constitution Of India, 1949
Powers, Authority and Responsibilities of Municipalities, etc Subject to the provisions of this Constitution, the Legislature of a State may, by law, endow
(a) the Municipalities with such powers and authority as may be necessary to enable them to function as institutions of self government and such law may contain provisions for the devolution of powers and responsibilities upon Municipalities, subject to such conditions as may be specified therein, with respect to

(i) the preparation of plans for economic development and social justice;
(ii) the performance of functions and the implementation of schemes as may be entrusted to them including those in relation to the matters listed in the Twelfth Schedule;
(b) the Committees with such powers and authority as may be necessary to enable them to carry out the responsibilities conferred upon them including those in relation to the matters listed in the Twelfth Schedule.
Following are the Responsibilities of Corporator i.e. Nagar Sevak under List IV—Local Government List ( Art. 243 w)

1. Urban planning including town planning.

2. Regulation of land-use and construction of buildings.

3. Planning for economic and social development.

4. Roads and bridges.

5. Water supply for domestic, industrial and commercial purposes.

6. Public health, sanitation conservancy and solid waste management.

7. Fire services.

8. Urban forestry, protection of the environment and promotion of ecological aspects.

9. Safeguarding the interests of weaker sections of society, including the handicapped and mentally retarded.

10. Slum improvement and up-gradation.

11. Urban poverty alleviation.

12. Provision of urban amenities and facilities such as parks, gardens, playgrounds.

13. Promotion of cultural, educational and aesthetic aspects.

14. Burials and burial grounds; cremations, cremation grounds; and electric crematoriums.

15. Cattle pounds; prevention of cruelty to animals.

16. Vital statistics including registration of births and deaths.

17. Public amenities including street lighting, parking lots, bus stops and public conveniences.

18. Regulation of slaughter houses and tanneries.

Added by the Constitution (Seventy-fourth Amendment) Act, 1992, s. 4 (w.e.f. 1-6-1993).

    As a part of constitution no one going with this rule just they are collecting the vote at the time of polling then they do there own work before election they work hard fo collecting the vote for there purpose only so that the work is going on in our own country all are corrupt specially in india thankyou

    Am a doctor working in kunigal , tumkur dt, karnataka. The corporator here abuses and threatens me of murdering me for taking consultation fee

    I inquired few corporators Whether they Know the Duties of Corporators. They said No, No booklet Circulated, No information about the duties. Hence Commissioner of the concern municipality must emphasis on awareness of Duties to Corp orators.

    Yep Absolutely, many Corporator’s don’t aware of their Rules & Responsibilities even MLA, & MP, and very few rulers know about their R & R but unfortunately they will not approach on right way which will effect on urban & rural development e.g. Education, Employment, Infra, New Schemes by (Central & State Govt.), daily lives etc. If they stand on truth & they hard work among the peoples then our country will become a beauty of earth Jai Hind..

    Has a corporator power to call a resident to his office to object the construction of the house by sending his envoy
